How many balls are included?

Three. The version name says '4 pcs', but that covers the hoop plus the three balls. We'd rather say so plainly, so you don't expect four balls.
How does the hoop stay up?

With suction cups on the back. They hold best on a completely smooth, clean surface: a tiled wall, a glass door or the inside of the bath. Wipe the surface and press the air out from under each cup as you put the hoop up.
What age is it for?

The maker says from 18 months. That fits with your child being able to sit up in the bath and throw a ball, and at that age it isn't the accuracy that's fun, it's the throw itself.
Can it be used in a pool?

Yes, if there's a smooth surface for the suction cups: the edge of a hard-sided pool or a smooth tiled wall. The maker mentions both the bath and a pool. The balls float, so they won't drift to the bottom.
