What does it do?

Does it need batteries?

Yes, 3 AA batteries, and they aren't included. Buy them in advance if the cow is being wrapped for a birthday. It's a present that really should be usable straight away.
Can the sound be switched off?

The maker doesn't say, unfortunately, and we won't guess. Email us before you order if it matters, for instance if it needs to work while a younger sibling naps.
Which surface does it dance best on?

A level surface: wooden floor, laminate or tiles. On a deep-pile carpet it can't move properly, and the movement is exactly what makes it worth following.
